Leviticus 22:18
Speak unto Aaron, and to his sons, and unto all the children of Israel, and say unto them, Whatsoever he be of the house of Israel, or of the strangers in Israel, that will offer his oblation for all his vows, and for all his freewill offerings, which they will offer unto the LORD for a burnt offering;
The instruction governs vow offerings and freewill offerings brought to the Lord as burnt offerings, applying alike to those of the house of Israel and to strangers residing in Israel. The offerings described under it were required to be without blemish. Applied to giving for a place of worship, a lame or inadequate offering does not please God, and His people are to give their best.
