Leviticus 23:13

And the meat offering thereof shall be two tenth deals of fine flour mingled with oil, an offering made by fire unto the LORD for a sweet savour: and the drink offering thereof shall be of wine, the fourth part of an hin.

The offering belongs to the seven-day Feast of Unleavened Bread that follows immediately after Passover, whose first day and seventh day are observed as holy convocations on which no servile work is done. On the second day of that feast the first fruits of the year's harvest are presented before God as a sheaf of barley, the earliest grain then beginning to ripen in Palestine. The priest waves the sheaf before God's altar as an acknowledgment that all belongs to Him, and none of the harvest is to be gathered until this ceremony has been performed.
