Luke 1:3

It seemed good to me also, having had perfect understanding of all things from the very first, to write unto thee in order, most excellent Theophilus,

Luke wrote an orderly, sequential account directed to Theophilus. He knew Theophilus personally and trusted him. Having taught him, he felt responsible to continue instructing, guiding, and supporting him. He chose Theophilus to examine the manuscript and to criticize it. The verse establishes that the Gospel record is accurate, with God enabling the apostles to recount what they had witnessed, to preserve the truths Jesus taught, and to show what was to come.
