Luke 23:13

And Pilate, when he had called together the chief priests and the rulers and the people,

Luke 23:13 belongs to the account of Jesus' trial in Pilate's judgment hall, before the events leading to His crucifixion. In the verse Pilate summons together the chief priests and the rulers and the people for Jesus' trial, bringing together the Jewish leaders and the crowd involved in the proceedings before him. It is the setting in which Jesus faced Pilate while the Jewish priests and rulers pressed the Roman governor to carry out their will.

Pilate declared that he found no fault in Jesus and washed his hands as innocent of His blood, yet delivered Christ to be crucified. The priests and rulers and people gathered there took an active part in Christ's death by choosing a robber and murderer rather than the Son of God, shouting for crucifixion, and bringing His blood upon themselves, with hands not cleansed from the blood shed in crucifying the Redeemer.

The multitude before whom Jesus was condemned included those who had hailed Him as king but then hissed at Him, reviled Him, and cried for His crucifixion, showing how quickly public favor can turn. Jesus had prepared His faithful disciples for this betrayal and rejection so they would not be overwhelmed by it or base their faith on the opinions of others. Those same priests and rulers and people later listened to the disciples at Pentecost and were convicted of having crucified the Son of God.
