Micah 1:13

O thou inhabitant of Lachish, bind the chariot to the swift beast: she is the beginning of the sin to the daughter of Zion: for the transgressions of Israel were found in thee.

Micah 1:13 belongs to a message of wrath and warning directed to both Israel and to Judah. It was given in the days of Jotham, Ahaz, and Hezekiah. In that time Micah served as a prophet and as a younger contemporary of Isaiah.

The verse stands within the vision in which Jehovah comes forth out of His place amid awful convulsions of nature because of the sins of the house of Israel and the transgressions of Jacob. That coming is shown in the destruction of village after village. Samaria goes down while desolation advances to the very gates of Jerusalem. Because of the sins of Israel, Zion is to be plowed as a field and Jerusalem is to become heaps.
