Micah 3:9

Hear this, I pray you, ye heads of the house of Jacob, and princes of the house of Israel, that abhor judgment, and pervert all equity.

The Lord's call to hear is directed to the heads of the house of Jacob and the princes of the house of Israel, charging them with abhorring judgment and perverting all equity, hating justice and twisting what is right. In its immediate setting that charge is that they built up Zion with blood and Jerusalem with iniquity, through bloodshed, sin and wrongdoing. They treated violence and wrongdoing as a means of preserving their nation.

The description applied to the leaders of Jerusalem in the time of Christ, who were corrupt and self-righteous. Although they claimed to keep God's law, they violated its principles, while still assuming God would protect them as His favored people. Those leaders rejected Christ and sought and supported His death, hating Him because His holiness and righteousness exposed their guilt, even while knowing He was innocent. Their corrupt rule and self-righteous trust in God made them responsible for the guilt that brought judgment upon the city, and their sins made the destruction of Jerusalem certain.

The verse belongs to a prophecy presented as a word of the Lord for the last days, whose scenes of destruction and desolation will soon come, be universal, and be fulfilled. Judgments already fallen on wicked cities are only a warning and not the finishing of punishment. Therefore the day of judgment is right upon us, so all must be ready because the Son of man will come in an hour that is not expected and not thought of.
