Nahum 1:11

There is one come out of thee, that imagineth evil against the LORD, a wicked counsellor.

The prophecy to which the verse belongs is chiefly concerned with Nineveh, the wicked capital of Assyria, which stands as a type of later wicked cities. In its immediate sense it points to one come out of Nineveh who plots evil against the Lord and serves as a wicked adviser. In its fuller meaning it identifies Satan, the great rebel leader, as the one come out who imagines evil against the Lord, the wicked counsellor.

He is the one who brought the whole course of sin, with its charges against God and its yoke and bonds, upon afflicted people. At the close of the thousand years his thinking of the evil thought and his wicked counsel produces the resolve to go up to the land of unwalled villages, to them that are at rest and dwelling safely without walls and having neither bars nor gates. After God has waited long for him to demonstrate to the universe the falsity of his charges and the wickedness of his purposes, his yoke will be broken off and burst asunder. He will be utterly cut off and consumed utterly as dry stubble, entangled like thorns and drunken, with the last harvest of his wicked sowing gathered for the flames of final justice. He shall no more pass through Judah, meaning a full end of the reign and active demonstrations of sin so that affliction shall not rise up the second time, and wars and rumors of wars will trouble faithful, vow-keeping people no more, bringing the good tidings that publishes peace and God's better purpose for the earth and for man's forfeited inheritance.
