Nahum 3:17

Thy crowned are as the locusts, and thy captains as the great grasshoppers, which camp in the hedges in the cold day, but when the sun ariseth they flee away, and their place is not known where they are.

Nahum's prophecy is chiefly concerned with Nineveh, the wicked capital of Assyria, and foretells its fall. That foretold fall was fulfilled when Assyria was defeated and Nineveh fell. The fall of Nineveh came before Babylon rose to power.

Its image of crowned ones as locusts and captains as great grasshoppers, camping in the hedges in the cold day but fleeing away when the sun arises so their place is not known, depicts Nineveh's rulers and officials vanishing in defeat and losing their ruling place. In this prophecy Nineveh serves as a type of many later cities.
