Nehemiah 10:34
And we cast the lots among the priests, the Levites, and the people, for the wood offering, to bring it into the house of our God, after the houses of our fathers, at times appointed year by year, to burn upon the altar of the LORD our God, as it is written in the law:
Israel bound itself by solemn pledge to sustain the public worship of God, and this arrangement for the wood was one part of that covenant obligation. Beyond the tithe, the whole congregation agreed to give a fixed yearly sum for the service of the sanctuary. To fulfill the pledge they cast lots among the priests, the Levites, and the people to order the bringing of the wood offering into the house of God. With it were to come year by year the firstfruits of the ground and the firstfruits of all trees to the house of the Lord, together with the firstborn of sons and of cattle and the firstlings of herds and flocks, as written in the law.
