Nehemiah 11:20

And the residue of Israel, of the priests, and the Levites, were in all the cities of Judah, every one in his inheritance.

Nehemiah 11 belongs to the account of the remnant who came back to Jerusalem after the Babylonian captivity and of the condition of the people as they settled there. More particularly it stands within the record of covenant-making and resettlement found in Nehemiah 9 through 11, where the returned community bound itself anew and was distributed in city and countryside. The residue of Israel, priests, and Levites dwelling in all the cities of Judah, each in his inheritance, are those who accepted the opportunity granted them to return from exile. Their unfaithfulness in remaining true meant that as a nation Israel did not enter into the full promised inheritance belonging to that dispensation.
