Nehemiah 11:3
Now these are the chief of the province that dwelt in Jerusalem: but in the cities of Judah dwelt every one in his possession in their cities, to wit, Israel, the priests, and the Levites, and the Nethinims, and the children of Solomon’s servants.
The verse distinguishes the chief of the province who dwelt in Jerusalem from those who dwelt in the cities of Judah, each in his own possession. Jerusalem is identified as the residence of the provincial leaders. The towns of Judah were inhabited with each person living in his own inherited possession. Those living in Judah's towns comprised Israelites, the priests, the Levites, the Nethinim, and the descendants of Solomon's servants.
The verse belongs to the account of Jerusalem's restoration under Nehemiah. It belongs to the account of the condition and covenant of the returned remnant. That restoration work faced opposition but was brought to success by God. As part of the list of names and groups who returned from captivity, the verse records people and places rather than expressing a promise.
