Nehemiah 12:10 stands in the closing section of the book, in chapters 11-13. That closing section covers the period from about 446 to 408, concerning the last reform on his return to Jerusalem. The verse is part of a list of names in the priestly line, so it is a genealogical record rather than an expressed promise. It belongs to the record of Nehemiah and the work that he did, done always with the highest good of Jerusalem in mind, impatient toward the people for their slackness in doing the work of God and indignant toward those sinning against God by uniting with the heathen peoples, even bringing them into the very temple itself.
