Nehemiah 13:30

Thus cleansed I them from all strangers, and appointed the wards of the priests and the Levites, every one in his business;

The cleansing from all strangers was a purification of the community by separating it from foreigners involved in unlawful alliances with idolaters. The alliance brought to an end was the unhallowed connection formed through intermarriage between Eliashib the high priest and Tobiah the Ammonite, since Ammonites and Moabites for their cruelty and treachery were forever shut out from the congregation of God. That cleansing included casting all of Tobiah's household goods out of the temple storeroom that had held the tithes and offerings, cleansing the chambers, and bringing back the vessels of the house of God with the meat offering and the frankincense.

In the temple courtyard at Jerusalem he directed the Levites to guard the gates. He restored proper order in the temple service by appointing the priests and the Levites, every one to his own appointed business and duty. No rank or position exempted anyone from this separation from idolaters or from removal from sacred service.
