Numbers 15:15

One ordinance shall be both for you of the congregation, and also for the stranger that sojourneth with you, an ordinance for ever in your generations: as ye are, so shall the stranger be before the LORD.

One perpetual ordinance stands for both the congregation and the stranger who sojourns among them, binding through all generations. That single rule governs the keeping of the Passover and the offering of sacrifices, so that no separate law divides Israel from the sojourner in worship. All who renounce heathenism and connect themselves with Israel are thus brought to share the blessings of the covenant. As Israel is, so the stranger is before the Lord, admitted with few exceptions to equal favors and privileges. On this footing the Gibeonites might have been received had they submitted honestly, but by resorting to deception they brought upon themselves disgrace and perpetual servitude as hewers of wood and drawers of water.
