Numbers 20:16

And when we cried unto the LORD, he heard our voice, and sent an angel, and hath brought us forth out of Egypt: and, behold, we are in Kadesh, a city in the uttermost of thy border:

The verse belongs to Israel's message to Edom asking permission to pass through its land. It recalls that when Israel cried to the Lord in bondage in Egypt, He heard their voice and sent an angel to bring them out of Egypt, presenting their deliverance as God's direct response to their cry. It states Israel's location at the time of making the request, that they had reached and were in Kadesh, a city at the uttermost edge of Edom's border.

Israel asked only for peaceful passage through Edom and promised to do no harm to Edom's people or possessions. Trust and prompt action on God's word could have secured that passage with the favor of Edom's inhabitants, but complaining and delay let the opportunity pass and the king refused their request.

That unbelief prevented a peaceful passage in which Edom's people could have witnessed God's worship and His care for His people. After Edom's refusal Israel had to cross the desert again by taking the long, difficult route by the Red Sea. Even on that detour Israel did no harm to Edom or its possessions. Had Israel trusted God, they would no longer have needed to drink from the miraculous spring provided in the desert.
