Numbers 20:28

And Moses stripped Aaron of his garments, and put them upon Eleazar his son; and Aaron died there in the top of the mount: and Moses and Eleazar came down from the mount.

Aaron died on the top of Mount Hor, which became the place of his death and burial. He was accompanied up the mount by Moses and Eleazar, who witnessed his death, and Moses and Eleazar then came down from the mount without him. Aaron died in Moses' arms on the mountaintop.

Moses performed the painful duty of stripping Aaron of his priestly robes and putting them upon Eleazar his son. He did this in obedience to God's command that Eleazar should succeed his father, and the transfer of the sacred garments marked Eleazar's succession to the priestly office. Aaron died there because he and Moses had sinned at Meribah in bringing water from the rock, so the Lord had barred him from entering the promised land.

Moses buried Aaron there on the mountain. Moses together with Aaron's sons buried him on the mountain so the people would not make too great a ceremony over his body and fall into idolatry. The scene of his death and burial points back to the most striking events of Aaron's life.
