Numbers 22:41

And it came to pass on the morrow, that Balak took Balaam, and brought him up into the high places of Baal, that thence he might see the utmost part of the people.

On the morrow Balak took Balaam and brought him up into the high places of Baal, that from there he might see the utmost part of the people and look over the Israelite camp. Balak conducted Balaam from one point to another in the vain hope of inducing him to change Israel's blessing into a curse. Balaam had some knowledge of Israel's sacrificial offerings and hoped that more costly gifts exceeding theirs would secure God's favor and blessing for his sinful plan to succeed. Under the influence of Moabite idolatry his judgment became foolish and his spiritual sight was clouded.

While this was plotted nearby, the Israelites did not know what was happening or how God was caring for them. The moving from place to place pictures repeated efforts to move a steadfast man from his firmness. Human applause and fear of man are powerless to shake such firmness when he is sustained by divine power.
