Numbers 23:27

And Balak said unto Balaam, Come, I pray thee, I will bring thee unto another place; peradventure it will please God that thou mayest curse me them from thence.

After the second failure to secure a curse upon Israel, Balak was disheartened and distressed and told Balaam neither to curse them at all nor to bless them at all. Yet with faint hope still lingering, he determined to make another trial by bringing Balaam to another place, hoping God would be pleased to allow him to curse Israel from there. That other place was Mount Peor, where stood the temple most noted for licentious worship in honor of its god. There the same number of altars were erected and the same number of sacrifices were offered as before. The move is an example of repeated attempts to change a blessing into a curse by changing the place from which Balaam spoke.
