Numbers 23:3

And Balaam said unto Balak, Stand by thy burnt offering, and I will go: peradventure the LORD will come to meet me: and whatsoever he sheweth me I will tell thee. And he went to an high place.

Balak led Balaam from one place to another in the vain hope that he might be induced to change the blessing of Israel into a curse. In this setting Balaam went to a high place overlooking Israel's camp. He hoped that costly sacrifices would secure God's favor and blessing so that he could carry out his sinful plan. His understanding of sacrifice had been shaped by Moabite idolatry, and his yielding to Satan had clouded his spiritual sight.

He continued to bless Israel and could not be moved to curse, so the king of Moab failed completely. The verse thus illustrates steadfastness under repeated pressure to compromise, as later seen when Luther in repeated interviews seeking compromise was unmoved by human applause and the fear of man because he was sustained by a divine power.
