Numbers 24:7

He shall pour the water out of his buckets, and his seed shall be in many waters, and his king shall be higher than Agag, and his kingdom shall be exalted.

Balak made repeated attempts to get Balaam to curse Israel, but each effort failed and Balaam continued to bless Israel, remaining firm under pressure to change just as Luther remained firm despite repeated efforts to change his decision. The verse portrays Israel as God's chosen people flourishing in abundance and prosperity. The water poured out of buckets pictures plentiful life and growth and prosperity.

The seed in many waters means that Israel's descendants will spread widely and flourish and become numerous. Agag was the title of the then-powerful Amalekite kings. Being higher than Agag and having an exalted kingdom foretells a king greater than Agag and a future-strengthened, exalted kingdom.

The prophecy foretells that Israel will conquer the Canaanites and settle in their land and ultimately triumph over attempts to subdue them. Israel will subdue its enemies if it remains faithful to God. Beyond Israel's earthly victories, the king points to the Son of God, whose throne will one day be established on earth and whose power will rise above every earthly kingdom. The curse aimed at Israel will recoil upon the guilty enemies who seek to destroy God's people.
