Numbers 26:54

To many thou shalt give the more inheritance, and to few thou shalt give the less inheritance: to every one shall his inheritance be given according to those that were numbered of him.

Israel's inheritance in land was to be divided in proportion to population, with the share of each group measured by the number counted in it. To the many more land was to be given, and to the few less, so that larger families received a larger allotment and smaller families a smaller one. This proportional division secured to every family a home and sufficient ground to cultivate.

The allotment thus furnished each household both the means and the incentive for a useful, industrious, self-supporting life. By giving land enough to work, it called families to diligent labor and made independence possible.
