Numbers 27:17
Which may go out before them, and which may go in before them, and which may lead them out, and which may bring them in; that the congregation of the LORD be not as sheep which have no shepherd. Which may go out before them, and which may go in before them, and which may lead them out, and which may bring them in; that the congregation of the LORD be not as sheep which have no shepherd.
Moses asks God to appoint a successor to lead Israel. The leader sought is one who will go out before the people and come in before them, leading them out and bringing them in, guiding them in all their movements and caring for them. This provision is so that the congregation will not be left without direction, like sheep which have no shepherd. The request springs from selfless concern for Israel's welfare and a desire that God provide continued leadership for the people.
