Moses was not an independent lawgiver. When the hard case of inheritance was set before him he did not decide it himself but brought the matter before God for judgment when judgment was needed. The Lord spoke the judgment to Moses to give to the people. He only received words from the mouth of God and spoke them to the people.
Since Christ as prophet was like Moses, Christ also did not legislate of Himself but spoke and taught only what the Father commanded Him and gave Him to speak. He did not give a new code of laws to take the place of the Father's law. The Father remains the one lawgiver able to save and to destroy.
