Numbers 32:33

And Moses gave unto them, even to the children of Gad, and to the children of Reuben, and unto half the tribe of Manasseh the son of Joseph, the kingdom of Sihon king of the Amorites, and the kingdom of Og king of Bashan, the land, with the cities thereof in the coasts, even the cities of the country round about.

Moses gave the land east of the Jordan to the children of Gad and to the children of Reuben and to half the tribe of Manasseh, settling the two and a half tribes there. The gift was the kingdom of Sihon king of the Amorites and the kingdom of Og king of Bashan, the land with its cities in the coasts, even the cities of the country round about, with their towns and surrounding lands. It answered the proposal of those two and a half tribes to remain and settle on the east side of the Jordan while the rest of Israel was preparing to enter the promised land.

To these tribes Moses addressed solemn admonition because he feared they would depart from God and fail in the fulfilment of their solemn vows, knowing that would bring upon themselves lasting sorrow and final ruin. Their choice to settle apart raised the danger of discouraging the other tribes as they advanced. The episode calls for united effort, for people to join the work rather than remain inactive while others go forward.
