Numbers 34:13

And Moses commanded the children of Israel, saying, This is the land which ye shall inherit by lot, which the LORD commanded to give unto the nine tribes, and to the half tribe:

Moses' command belongs to advance arrangements in which the boundaries of Canaan were fixed beforehand for division among the tribes when they would come into possession of it. The work of apportioning was committed to Joshua together with Eleazar the high priest and the heads of the tribes, and a prince from each tribe was appointed to attend to the distribution. The location of each of the nine tribes and the half tribe was to be determined by lot, and the allotment embraced the whole land, both the parts already conquered and what was still unsubdued. The tribe of Levi was not counted in this allotment, but forty-eight cities in different parts of the country were assigned as its inheritance. It was the duty of each tribe to fully subdue its own inheritance, and if the people proved faithful to God and true to His covenant He would drive out their enemies from before them and give them still greater possessions.
