Numbers 34:14

For the tribe of the children of Reuben according to the house of their fathers, and the tribe of the children of Gad according to the house of their fathers, have received their inheritance; and half the tribe of Manasseh have received their inheritance:

Two and a half tribes east of Jordan had already received their portion, for Reuben and Gad by their fathers' houses and half Manasseh had obtained their inheritance, so the apportionment here introduced was for the tribes still to settle inside Canaan itself. The division was to embrace the entire land, not only ground already conquered but also territory yet unsubdued, and each tribe was charged with the complete subduing of its own inheritance. The work of distribution was placed under Joshua together with Eleazar the high priest and the heads of the tribes, with the place of each tribe fixed by lot.

That lot was to operate within the boundaries Moses had fixed, and a prince appointed from each tribe was to attend to carrying out the distribution. Levi had no share in this tribal allotment, being set apart to sanctuary service, and instead forty-eight cities scattered in different parts of the country were assigned to the Levites. Possession of the divided land was conditional upon faithfulness to God, for if the people proved faithful He would drive out their enemies before them, and He promised even greater possessions on condition of continued faithfulness to His covenant.
