Numbers 34:20

And of the tribe of the children of Simeon, Shemuel the son of Ammihud.

Shemuel the son of Ammihud was the prince appointed from Simeon to help apportion Canaan. Moses had already fixed the borders and named a prince from each tribe for the work, which was to be carried out under Joshua together with Eleazar the high priest and the heads of the tribes. The division embraced the whole land, both what had already been conquered and what remained still unsubdued, with each tribe's place fixed by lot.

Each tribe was then responsible to fully subdue its own inheritance, with the promise that continued faithfulness to God and truth to His covenant would lead Him to drive out their enemies before them and give them still greater possessions. Levi alone was exempt from a tribal allotment because of its sanctuary service, receiving instead forty-eight cities scattered through the country.
