Numbers 34:24

And the prince of the tribe of the children of Ephraim, Kemuel the son of Shiphtan.

Kemuel the son of Shiphtan was the prince appointed from Ephraim to attend to the distribution of Canaan. The bounds of the country to be divided were fixed for the time when Israel should possess it. A prince from each tribe was appointed and entrusted with this work of dividing the land. The distribution itself was committed to Joshua together with Eleazar the high priest and the heads of the tribes. Each tribe's location was determined by lot when Israel took possession.

The whole land was to be apportioned, both the parts already conquered and the part yet unsubdued. It was the duty of each tribe to fully subdue its own inheritance. If the people proved faithful to God, He would drive out their enemies and give still greater possessions. The tribe of Levi was not counted in this allotment and received no tribal inheritance. Levi was set apart for God's service, and forty-eight cities in different parts of the country were assigned to the Levites.
