And the prince of the tribe of the children of Zebulun, Elizaphan the son of Parnach.
The apportionment to which this appointment belongs came after the power of the Canaanites had been broken but before they were fully dispossessed, and it embraced the whole land, both what had already been conquered and what remained yet unsubdued. Before the division the bounds of the country as it was to be divided were fixed. From each tribe a prince was appointed to attend to the distribution, and for Zebulun the designated prince was Elizaphan son of Parnach, set to help divide the land by lot among the tribes when they took possession. The location of each tribe was to be determined by lot, under Joshua acting with Eleazar the high priest and the heads of the tribes.
Each tribe was then to fully subdue its own inheritance. The promise was that God would drive out its enemies and give still greater possessions if faithful to His covenant. The tribe of Levi was not counted in this allotment because of its sanctuary service, but forty-eight cities in different parts of the country were assigned to the Levites.
