Numbers 34:26

And the prince of the tribe of the children of Issachar, Paltiel the son of Azzan.

The verse names Paltiel the son of Azzan as the prince from Issachar appointed to attend to the distribution of Canaan. The bounds of the country to be divided when Israel came into possession were fixed beforehand by Moses himself, and a prince from each tribe was appointed for the work. The apportionment was committed to Joshua together with Eleazar the high priest and the heads of the tribes. The location of each tribe was to be determined by lot.

The apportionment covered the whole land, both what was already conquered and what was yet unsubdued. Each tribe was to fully subdue its own inheritance. If faithful to God He would drive out their enemies, and if true to His covenant He would give still greater possessions. The tribe of Levi was not counted in the allotment, but forty-eight cities in different parts of the country were assigned to the Levites.
