These are they whom the LORD commanded to divide the inheritance unto the children of Israel in the land of Canaan.
Moses had previously fixed the bounds of Canaan as it was to be divided among the tribes when Israel should possess the land. The Lord commanded designated leaders to divide the inheritance to the children of Israel in the land of Canaan, with a prince selected from each tribe to attend to the distribution when the people took possession. The location of each tribe was to be determined by lot. The distribution itself was committed to Joshua together with Eleazar the high priest and the heads of the tribes.
The apportionment was to cover the whole land, both the parts already conquered and those yet unsubdued. It was the duty of each tribe to fully subdue its own inheritance. If the people proved faithful to God, He would drive out their enemies from before them, and He promised still greater possessions if they would be true to His covenant. The tribe of Levi was not counted in this tribal allotment but was exempt from a tribal inheritance, being instead assigned cities throughout the country. Because Levi was devoted to sanctuary service, its inheritance consisted of forty-eight cities in different parts of the land.
