Numbers 34:3

Then your south quarter shall be from the wilderness of Zin along by the coast of Edom, and your south border shall be the outmost coast of the salt sea eastward:

The southern line described here was part of the limits fixed in advance by Moses for Canaan as it was to be divided among the tribes when they should come into possession. The apportionment was to embrace the entire country, including both the districts already conquered and those still unsubdued. The place of each tribe was to be decided by lot under the direction of Joshua together with Eleazar the high priest and the heads of the tribes. To attend to the distribution Moses had appointed a prince from each tribe.

It was made the duty of each tribe to fully subdue its own inheritance. If faithful to Him, God would drive out its enemies from before it. If true to His covenant, He would grant it still greater possessions. The tribe of Levi was not counted in this allotment of land because it was set apart to sanctuary service. Instead forty-eight cities in different parts of the country were assigned to the Levites as their inheritance.
