Numbers 34:4
And your border shall turn from the south to the ascent of Akrabbim, and pass on to Zin: and the going forth thereof shall be from the south to Kadesh-barnea, and shall go on to Hazar-addar, and pass on to Azmon: And your border shall turn from the south to the ascent of Akrabbim, and pass on to Zin: and the going forth thereof shall be from the south to Kadesh-barnea, and shall go on to Hazar-addar, and pass on to Azmon:
This southern line from the ascent of Akrabbim through Zin and Kadesh-barnea to Hazar-addar and Azmon belongs to the fixed bounds set for Canaan as it was to be divided among the tribes upon their coming into possession. Those bounds embraced together both the districts already conquered and the territory that remained yet unsubdued. The apportionment of the land inside those bounds was entrusted to Joshua acting with Eleazar the high priest and the heads of the tribes.
The place of each tribe was to be settled by lot, and a prince from each tribe was appointed to attend to the distribution. Joshua himself was not to carry on the war but to divide out the land, leaving each tribe responsible to completely subdue its own inheritance. Faithfulness to God would secure the driving out of their enemies from before them, with the promise of still greater possessions if they remained true to His covenant. Levi was excepted from this tribal allotment because of devotion to sanctuary service, receiving instead forty-eight cities scattered in different parts of the country as its inheritance.
