Numbers 34:5

And the border shall fetch a compass from Azmon unto the river of Egypt, and the goings out of it shall be at the sea.

The line traces one stretch of the southern limit of Canaan as fixed in advance, turning from Azmon to the river of Egypt and reaching its termination at the sea. The entire territory enclosed by such limits was to be divided among the tribes, including both ground already taken in conquest and ground still remaining unsubdued. That division was to be carried out by Joshua acting together with Eleazar the high priest and the heads of the tribes, with the place of each tribe settled by lot and with a prince from each tribe present to oversee the distribution.

Levi was excluded from this territorial division, receiving instead forty-eight cities scattered in different parts of the country as its inheritance. Joshua himself was not to press on with the war but to accomplish this allotment, after which each tribe was to complete the subjugation of its own portion. If faithful to Him, God would drive their enemies out before them, and if true to His covenant He would give them still larger possessions.
