Numbers 34:9

And the border shall go on to Ziphron, and the goings out of it shall be at Hazar-enan: this shall be your north border.

The line to Ziphron ending at Hazar-enan was one segment of the north border fixed beforehand for dividing Canaan among the tribes. The whole land, both the territory already conquered and that still unsubdued, was to be apportioned under Joshua with Eleazar the high priest and the heads of the tribes, with each tribe's location decided by lot and a prince from each tribe appointed to oversee the distribution. The tribe of Levi was not counted in this land allotment but was given forty-eight cities in different parts of the country. Each tribe was required to fully subdue its own inheritance, and if the people proved faithful to God's covenant He would drive out their enemies from before them and give them still greater possessions.
