The closing chapters of Numbers bring together instruction about the cities assigned to the tribe of Levi and laws dealing with murder, and the verse belongs to that concluding section as part of the instruction about the marriage of heiresses. It is part of the law concerning heiresses. More particularly it is identified with the laws concerning the inheritance of daughters and their marriage when they inherit.
In substance it records that Moses agreed that the position taken by the tribe of Joseph concerning the inheritance of Zelophehad's daughters was right, and that he conveyed the resulting command in accordance with the word of the Lord.
