And thou shalt bring the Levites before the LORD: and the children of Israel shall put their hands upon the Levites:
Numbers 8 gives the instruction for the purification, consecration, and appointment of the Levites for their service to God in the sanctuary. Within that instruction the Levites' service was appointed according to what is written there.
