Numbers 9:13

But the man that is clean, and is not in a journey, and forbeareth to keep the passover, even the same soul shall be cut off from among his people: because he brought not the offering of the LORD in his appointed season, that man shall bear his sin.

This law belongs to the account of Israel's first Passover after leaving Egypt, kept while the people were still at Horeb during their first year in the wilderness.

A man who is ceremonially clean and is not on a journey is accountable to keep the Passover at its appointed time. If he refuses or deliberately fails to keep it and does not bring the Lord's offering in its appointed season, that same soul shall be cut off from among his people and shall bear his sin and guilt.

All the feasts given to Israel were annual and were to be observed only when due. The single exception was that the Passover could be kept on the same day of the month in the second month by those who were unable to keep it in the first month on account of ceremonial uncleanness.
