Proverbs 10:24

The fear of the wicked, it shall come upon him: but the desire of the righteous shall be granted.

This saying belongs to the practical teaching of Proverbs on moral and religious life, setting forth how God rewards piety and punishes evil. It works by contrast, placing the wicked and the righteous side by side to show their opposite ends. What the wicked fear and dread will come upon them and overtake them. The desire of the righteous, by contrast, will be given to them.

That promise calls the righteous to flee to God beforehand in faith and prayer for deliverance when threatened with being drafted into war. They are to seek Him in advance, trust that He will hear and answer, and expect that He will grant a way to escape the snare.
