Proverbs 11:31

Behold, the righteous shall be recompensed in the earth: much more the wicked and the sinner.

The wicked receive their recompense on this earth. That recompense comes in the final judgment, when cleansing flames bring final destruction upon them on this very earth. In that burning they are at last consumed completely, root and branch.

The root is Satan, and his followers are the branches. Each of the wicked is punished according to his deeds. Some perish quickly, while others suffer for many days. Satan suffers far more than those he deceived, for he bears both the penalty for his own rebellion and for the sins he caused God's people to commit.

In that burning the full penalty of the law is visited and the demands of justice are met. With heaven and earth beholding, that righteous judgment is shown to be righteous.
