Proverbs 15:3

The eyes of the LORD are in every place, beholding the evil and the good.

The eyes of the Lord are in every place because He Himself is present in every place and near to each person wherever they are. His seeing is exact and infallible, understanding how the minds He formed work and how they will act under every temptation and circumstance, hearing every word and examining every action. He beholds both the evil and the good, searching all hearts and knowing every thought, motive, intention, and deed beneath outward appearance, so that nothing hidden escapes Him and every act, word, and motive is faithfully recorded for judgment. Knowing this nearness calls for full surrender to Him, resisting temptation by pure and ennobling principles, and living honestly and justly in every word, transaction, and responsibility.

Eyes in Every Place

The Lord is present in every place and near to each person wherever that person is. He looks to the ends of the earth and sees under the whole heaven, with His sight reaching throughout the earth. Nothing is hidden from Him, for He sees everywhere and observes all that people do, both evil and good. He knows each thought that comes into the mind, understands the intentions and actions of the heart, and knows the motives and principles guiding every mind, so that no determined course or hidden thought escapes His notice. The ways of man are before Him and He ponders all goings, searching all hearts and understanding all the imaginations of the thoughts, so that no creature is hidden from His sight but all are naked and open before Him. He observes the conduct of those who profess to represent His word, to whom accountability belongs and who must be shaped by His principles rather than by human ideas.

His seeing is exact and infallible comprehension present in every place. He understands the working of the human mind and the active principles of the human agents He formed. He knows just how they will be moved by the objects that come before them and in what manner they will act under every temptation that can try them and in every circumstance in which they are placed. He knows all the actuating principles of the minds He formed and with what spirit they will act when under temptation. He has witnessed the persistent rebellious course of those who refuse to cease evildoing after He forbade their plans and devisings.

His watchfulness includes hearing every word uttered and examining every action. His nearness and watchful care are to be sensed as fact. The adversary works to make people forget that watchcare by putting doubt in the heart about whether God knows.

Beholding Evil and Good

The Lord beholds both evil and good, with no movement or deed escaping His notice whether good or evil. He observes every person and every work, plan, imagining, thought, word, deed, and motive in every place. Nothing hidden escapes His knowledge, for He looks beneath outward appearance to discern the thoughts, purposes, and intentions of the heart. He is an ever-present witness even to the dishonest use of the reasoning powers and intellect He gave to be used, and of the body He gave to be preserved in perfect health for perfect service.

His sight reaches inside people, searching all hearts and understanding all the imaginations of the thoughts. He knows each thought that comes into the mind, with its motives, principles, intentions, choices, actions, and condition. No determined course or hidden thought escapes Him, and no creature is hidden from His sight but all are naked and open before Him with whom all have to do. His comprehension is exact and infallible, understanding the working of the minds He formed, what moves them through objects set before them, and how they will be moved and act under every temptation and in every circumstance in which they are placed.

He knows all the actuating principles and the spirit with which human agents will act when tried and tempted. He witnesses the persistent rebellious course of those who refuse to cease evildoing after He has forbidden their plans and devisings. He discerns both persistent rebellion and obedience, seeing the course people take and how they act when tempted.

The ways of man are before Him, and He ponders, tries, weighs, and considers all goings and actions. Every act, word, and motive is faithfully recorded in His book with its cause and outcome, including selfish motives and methods devised for private advantage that bring His displeasure. No word, action, motive, thought, or purpose is hidden, but all will be brought to light for judgment, including disrespectful words for which people will be judged for what they have done.

Living Under God's Eye

To live under the eye that is near in every place is to sense that nearness as fact, surrendering self and all possessions as the Lord's, doing what pleases in His sight, and guarding every word lest it offend Christ whose character is to be represented. Because He searches all hearts and understands all the imaginations of the thoughts, with nothing hidden and all naked and open before Him, He requires conformity to His perfect will by constant striving for perfection of thought in expression of words, with no opposition to His will and precepts. Awareness that His eye is upon words and actions calls those who profess Christ to show Him in words and conduct and to be Christians in every sense.

He knows every temptation and every detail of motives and heart condition, and His all-seeing presence therefore calls for resisting temptation as Christ resisted the devil, holding sound, pure, elevated, ennobling principles that can be taken into the eternal world. Moses lived with the knowledge that he was under that all-seeing eye, trusting God to give strength to resist temptation and to carry out his work faithfully. Jesus is always present seeing all that is done, and when wrong is done He is grieved because He knows it will make the doer unhappy.

His eye is upon children wherever they are, observing all they do, and children are to be taught this until it is deeply impressed upon the mind. When they hold that God sees them, governing them is made much easier, and they are prepared for usefulness in the Master's service, for more intimate association with other children in church school, and for a home in the eternal world. He sees the young even away from home beyond parents' direct influence, knowing their needs and temptations, recognizing their possibilities, and ready to help them reach the highest standard when they recognize their need and seek Him. That awareness should gently remind students to avoid coarse manners and indecorous behavior, to honor their school, and to learn the Lord's ways in preparation for the heavenly school.

His all-seeing eye that examines every action and hears every word makes dishonesty and corrupt dealing impossible to hide, so life and business must be honest and just, taking advantage of no one, refusing bribes or unfair advantage, and being economical, modest, and self-denying in every step and transaction. He weighs actions and beholds all the works of men, marking selfish motives and methods devised to gain private advantage to the disadvantage of His cause and His appointed agencies, writing in His book the cause and outcome of ill-advised movements born of selfishness, with His displeasure resting upon them. Living with the realization that His eye is upon a person in every place means setting an example worthy of imitation and never visiting a place where an air gun is kept to extort money from rowdies and curiosity lovers.

He is everywhere watching in every place and circumstance those who profess to represent His word, and His people are accountable to Him to be shaped by His principles and not by human ideas. His eye follows the minister while preaching, walking among people, and in daily life, seeing every feeling, written line, spoken word, and deed, including what leads others to trust falsehood, a truth made plain when ruin is seen in those who followed. He sees day and night what happens in institutions, calling those responsible to act circumspectly and avoid even the appearance of evil because He judges the influence exerted. So Harriet was to watch her conduct and be careful that words and influence help rather than hinder, since the Lord sees every action and every influence. He sees self-confident human management that puts Him aside for the devisings of men and trust in finite man, and because He beholds this wrong He asks for change, for searching the Scriptures as never before to know His way and will, for putting away wrong so He may be glorified in His people, warning that continuance will soon make faith extinct, with molding after the similitude of God rather than man's ideas.

Remembering that He regards every action and has His eye upon every soul keeps workers in labors for others from stopping to ponder difficulties, slights, and trials to discouragement. He sees white people and colored people alike and calls both to engage in His service as laborers together with Himself. As He looked upon the Ethiopian trying to understand the message of salvation and sent His servant to help him, so He still sees those greatly needing truth and will raise up workers to carry the message to them. He is an ever-present witness to deeds of wickedness, observing how reasoning powers, intellect, and bodily health given for perfect service are used, and He looks upon those for whom He paid an infinite price yet who refuse to be saved in His appointed way of entire obedience to His commandments.
