Proverbs 16:30

He shutteth his eyes to devise froward things: moving his lips he bringeth evil to pass.

Proverbs 16:30 depicts a destructive vice in which a person shuts the eyes to devise perverse things and moves the lips to bring evil to pass. The shutting of the eyes is concentrated intent, the sign of one wholly given over to his work. The violent man closes his eyes while he plans what is perverse, and when he speaks the planned evil is accomplished.

The froward man deliberately plans evil and carries it out in daily life. His conduct reveals the power of the ungodly and froward for evil. By contrast, the one who is slow to anger and who speaks wholesome words brings good. That contrast teaches the desirability of true understanding over folly and over the instruction of fools.
