Counsel in the heart of man is like deep water; but a man of understanding will draw it out.
Counsel in a person's heart lies deep like water, hidden below the surface and not readily seen. It takes a person of understanding to draw that inner counsel out, bringing to light what is concealed within. Such wise counsel is especially needful for those who have been rescued from the evils of intemperance, who require steady guidance to remain firm.
The Lord is the one who gives that wise counsel, and from Him comes the help the tempted need. By His Spirit He bestows the spirit of wisdom and understanding and counsel, equipping the understanding person to draw out what is deep.
