For it is a pleasant thing if thou keep them within thee; they shall withal be fitted in thy lips.
The "them" to be kept within are God's knowledge and the wise words and instruction of truth. It is a pleasant and good thing, indeed a joy, to keep that instruction treasured within the heart. What is thus kept within and deeply learned becomes fitting speech, ready on the lips and able to be expressed rightly.
The verse describes diligently studying and searching the Scriptures in order to receive their revealed truths inwardly. This inward keeping is given so that people may trust in the Lord. It equips them to answer those who ask, to communicate those truths to others, and to speak truth outwardly. That proclaiming and answering can then be done with confidence and certainty.
