Proverbs 28:3

A poor man that oppresseth the poor is like a sweeping rain which leaveth no food.

A poor man who oppresses the poor is like a sweeping, destructive rain that washes away crops and leaves no food behind. Instead of bringing sustenance to those already in need, his oppression brings ruin and deprivation upon them. The force that should nourish becomes the force that strips the field bare, so that nothing is left to sustain life.
