Proverbs 29:2

When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn.

Proverbs 29:2 belongs among Solomon's proverbs in the collection beginning with chapter 25, comprising chapters 25-29, which the scribes of Hezekiah copied out from Solomon's writings. It was written about the year 1000 and later, as part of his many writings. He wrote three thousand proverbs. Hezekiah's collection was assembled about three hundred years after Solomon.

When righteous rulers are in authority, the people rejoice. When the wicked rule, the people mourn. The verse was illustrated when Joash was placed on the throne and the people rejoiced and acclaimed him after Athaliah was overthrown and her wicked reign ended. Athaliah had tried to kill the royal children and seize power.

The verse warns against choosing rumsellers as city aldermen. It calls instead for rulers who fear God, are truthful, and hate covetousness.
