The LORD by wisdom hath founded the earth; by understanding hath he established the heavens.
The founding of the earth was an act of wisdom, and the settling of the heavens in place was an act of understanding. That work of founding and establishing was carried out with discretion. The same wisdom and discretion displayed in creating are displayed in ruling, so that the workings of the temporal kingdom illustrate the principles of the spiritual kingdom.
The wisdom and counsel exercised in that founding and ruling are greater than all human wisdom and plans. Those divine counsels outlast human planning, and the purposes formed in them endure and carry forward from generation to generation.
