Proverbs 30:4

Who hath ascended up into heaven, or descended? who hath gathered the wind in his fists? who hath bound the waters in a garment? who hath established all the ends of the earth? what is his name, and what is his son’s name, if thou canst tell?

The questions are answered in God Himself, who ascended and descended, gathered the wind in His fists, gathered the waters in the hollow of His hand and bound them in a garment, and established all the ends of the earth. He rules wind, clouds, flood, sea, and the foundations of the earth as King forever, who makes the clouds His chariot and sits upon the flood. He holds, brings forth, and directs the winds and all forces of nature.

Winds, earthquakes, tempests, tornadoes, thunder and lightning are not capricious outbreaks of unregulated mechanical or disorganized forces. All nature is in the fullest sense under physical law as the expression of a higher will and manifestation of His sovereign will, and is only the working out of the laws He has made. This is because He who made the world and all things in it sustains it.

The verse presents God as a living, personal Creator and not an impersonal force or part of nature. Creation displays His power but is not itself God, and through Jesus Christ He created humanity, which gives meaning to its question about His name and His Son's name. Human wisdom must not dethrone and defy the great Sovereign of the universe.

God answers the question about the wind by earthquakes, tempests, tornadoes, thunder and lightning, permitting them with purpose as one of His means of calling men and women to their senses. By unusual workings through nature He shows doubting people what He already reveals clearly in His Word. In mercy mixed with judgment, God holds back the winds at His bidding by placing the elements under the power of His angels, keeping them from blowing on the earth, the sea, and the trees until the seal of the living God is placed in the foreheads of His servants who love Him and keep His commandments. In this He mercifully holds back coming troubles and preserves them from destruction.
