Proverbs 5:21

For the ways of man are before the eyes of the LORD, and he pondereth all his goings.

For the ways of man are before the eyes of the Lord, and He pondereth all his goings, so that every person's conduct and every step is fully visible to Him and carefully observed and considered and weighed. Nothing is hidden from Him, no thought or deed, no motive, no choice or course of action, no human plan whether good or evil, including persistent wrongdoing, for every creature is manifest in His sight and all things are naked and opened before Him with whom all have to do. He searches all hearts and understands the working and actuating principles of the minds He formed, the imaginations of the thoughts and every thing that comes into the mind. He understands thoughts afar off, knowing motives and every word on the tongue and deep and secret things.

He knows beforehand how people will be moved by the objects and encounters that come before them and with what spirit they will act under every temptation that can try them and in every circumstance in which they are placed. This universal watchfulness flows from who He is, the all-wise, omniscient One who knows all things, whose understanding is infinite and whose comprehension of humanity is exact and infallible. He has existed in perfection from all eternity and never changes, with no variableness or shadow of turning. His eyes are in every place, looking to the ends of the earth and seeing under the whole heaven, and the same God who governs nature and can blot it out in a moment keeps every human life under His watch. He formed humanity and established the world by His wisdom and stretched out the heavens by His discretion, and He is wonderful in counsel and excellent in working.

His all-seeing eye witnesses persistent, rebellious courses even after repeated warning and counsel, noting the determined following of human devisings and own plans by those He has forbidden to follow them but who refuse to cease their evildoing. Because He so sees and weighs all, He requires conformity to His perfect will and precepts, with constant striving for perfection of thought in the expression of words and no opposition to Him. Finite, erring beings must not attempt to interpret Him and must be very careful how they speak of Him, for their speculations and foolish devisings will be brought to light in the day when truth and falsehood are placed in sharp contrast and He can speedily bring them to naught.
