Proverbs 8:29

When he gave to the sea his decree, that the waters should not pass his commandment: when he appointed the foundations of the earth:

At creation He gave the sea its decree or boundary so that the waters should not pass His command, and He appointed and fixed the foundations of the earth. The speaker is the Son speaking of Himself as present alongside the Father when those foundations were appointed. He was already with God when the sea received its boundary and the earth its foundations, sharing in creation as associate and co-worker.

He is one with the eternal Father in nature, character and purpose, brought up with Him, and the only being who could enter into all of God's counsels and purposes and appreciate them. He shared God's joy in giving happiness to created beings and rejoiced in the Father's work, daily His delight and rejoicing always before Him. He was possessed in the beginning of God's way and set up from everlasting; He existed before creation in close fellowship with God, and there was never a time when He was not with God.

Though God's delight in creation, He humbled Himself to come to earth in human form, hiding His glory. As the only-begotten Son He humbled Himself to come to earth and take the sinner's place. The verse reveals God as the sovereign Ruler who holds and directs the forces of sea and earth, and the waters stay within their appointed limit because they remain under His authority. Earthquakes, tempests and tornadoes with thunder and lightning look like capricious outbreaks of disorganized, unregulated forces, but they are permitted by God for a purpose. By these unusual workings through nature God calls men and women to their senses, shows doubting people what He already reveals in His Word, and makes His power known. Local disturbances in nature also serve as symbols of the worldwide upheaval expected when the four winds are released.
